This bill establishes the Whole Home Repairs Program, a statewide initiative administered by the Indiana Housing and Community Development Authority to provide financial assistance for home repairs to low-income homeowners and small landlords. The program will offer grants up to $50,000 to homeowners whose household income is at or below 80% of the county's median income, and loans up to $50,000 to small landlords (defined as owning no more than 5 properties or 15 rental units) who offer affordable housing units. Funds can be used for repairs addressing habitability concerns, improving energy or water efficiency, or making units accessible for individuals with disabilities. Small landlords may have their loans forgiven if they meet specific conditions, such as offering long-term lease extensions, maintaining reasonable rent increases, and avoiding serious property violations. Additionally, the program requires eligible entities to implement systems to maximize enrollment in existing home repair programs and invest in workforce development initiatives related to home improvement, including apprenticeship programs and cash stipends for trainees. The program is set to take effect on July 1, 2025, and the authority will develop implementing rules through the standard administrative rulemaking process.
