This bill establishes the Indiana Military Base Infrastructure Grant Program to support physical infrastructure projects at specific military bases in Indiana, including Camp Atterbury, Grissom Air Reserve Base, and Naval Support Activity Crane, among others. The program will be administered by the Indiana Economic Development Corporation (IEDC) and will provide grants for infrastructure projects that improve or sustain military base value, in consultation with the U.S. Department of Defense. The Indiana Defense Task Force will develop application guidelines, and proposed grants must be reviewed and approved by the state budget committee and budget agency. To be eligible, projects must either be located on a military base or provide direct service or support to a military base. The bill appropriates $25 million for each of the state fiscal years 2025-2026 and 2026-2027 to fund the program. Grants can be used to match federal grants and must demonstrate benefits to Indiana by protecting commerce or promoting economic development near military bases. The IEDC is required to submit an annual report summarizing the grants awarded, starting November 1, 2026. An emergency clause is included, indicating the immediate importance of implementing this program.
