Regulation of homeschooling. Requires a parent who withdraws the parent's chronically absent child from a public school in order to homeschool the child to: (1) present to the school from which the child is withdrawing a plan regarding the curriculum and courses the child will complete while homeschooled; (2) meet with the superintendent of the school from which the child is withdrawing not less than two times each semester for the first full school year in which the student is homeschooled to provide a progress report; and (3) meet with the superintendent not less than two times annually for each subsequent school year. Requires a superintendent to designate a homeschooled student as a habitual truant and report the student to an intake officer of the juvenile court or the department of child services and the prosecuting attorney under certain conditions. Requires a superintendent to provide the parent of a homeschooled student with a notice of compulsory attendance violation under certain conditions.

AI Summary

This bill introduces new regulations for homeschooling in Indiana, specifically targeting parents of chronically absent students who choose to homeschool. The bill defines "chronically absent" as a student who has missed at least 10% of school days in a year and "homeschooling" as education provided by a parent at a nonaccredited, nonpublic school with less than one employee. Parents who withdraw a chronically absent student to homeschool must submit a detailed curriculum plan to the school of origin and meet with the superintendent twice each semester during the first year of homeschooling, and then twice annually in subsequent years. The parent must provide progress reports documenting the student's school work completion and learning progress. If a parent fails to submit adequate progress reports, the superintendent is required to designate the student as a habitual truant, report the student to juvenile court or child services and the prosecuting attorney, and provide the parent with a notice of compulsory attendance violation. These provisions aim to ensure accountability and educational progress for students transitioning from public school to homeschooling.
