This bill modifies North Dakota's requirements for legislative review of health insurance coverage mandates by establishing a more structured process for identifying and evaluating proposed health insurance service mandates. The bill requires the legislative management to create a procedure for soliciting potential mandate proposals during the interim between legislative sessions, with specific deadlines for identifying such measures. Any legislative measure mandating health insurance coverage must now include provisions that limit the mandate's initial effectiveness to public employee health insurance programs, with an expiration date of June 30th of the next odd-numbered year. Before a committee can act on such a measure, it must be accompanied by a cost-benefit analysis prepared by the legislative management, which examines factors like service cost changes, appropriate service use, administrative expenses, and overall healthcare cost impacts. The bill also removes the requirement for the insurance commissioner to recommend and pay for the cost-benefit analysis, instead directing the legislative council to contract with a private entity to provide the analysis. Additionally, the public employees retirement system must now provide a report to the employee benefits programs committee detailing the mandate's effect on health insurance programs, including utilization, costs, and a recommendation for continuing the coverage.
