This bill requires the Hospital, Medicaid, and Developmental Disabilities Study Subcommittee of the Legislative Council to conduct a comprehensive study of workforce and social services reform in Arkansas. The study, which will occur at least quarterly through 2026, aims to examine the state's current public workforce system, identifying challenges faced by employers and workers, and exploring ways to create a more integrated and efficient service delivery model. The study will investigate various programs including Workforce Innovation and Opportunity Act (WIOA) initiatives, unemployment insurance, vocational rehabilitation, Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), and Child Care Assistance Program. By October 1, 2026, the subcommittee must submit a final report to legislative leadership detailing recommendations for service integration, potential state agency reorganizations, and strategies to better support Arkansans in accessing education, training, and supportive services. The study will also explore opportunities for financial efficiencies, improved service delivery, and potential participation in federal workforce demonstration projects, with the ultimate goal of helping vulnerable citizens achieve economic self-sufficiency and strengthening Arkansas's economy.
