This bill establishes a study committee to investigate the challenges and regulatory aspects of solid waste management in landfills and transfer centers. The committee will consist of three members: two representatives from the House of Representatives (appointed by the House Speaker) and one senator (appointed by the Senate President). These members will receive mileage reimbursement at the legislative rate while performing their committee duties. The committee's primary responsibilities include examining the current use and problems associated with solid waste distribution and disposal, reviewing past related legislation, and potentially gathering information and testimony from relevant experts. The committee will elect a chairperson, with the first meeting to be held within 45 days of the section's effective date, and will require four members present to constitute a quorum. By November 1, 2025, the committee must submit a comprehensive report detailing their findings and any recommended legislative proposals to key state officials, including the Speaker of the House, Senate President, House and Senate Clerks, Governor, and State Library. The act will take effect immediately upon its passage.
