This bill defines and enables the creation of "social districts" in New Hampshire municipalities, which are designated outdoor areas where people can legally consume alcoholic beverages purchased from nearby licensed establishments. To establish a social district, a town or city must first hold a public vote, with the option requiring approval by a majority of voters. If approved, the municipality must create specific management and maintenance plans, clearly define and mark the district's boundaries, and establish designated days and hours for alcohol consumption. Licensees (such as bars, brewpubs, and cocktail lounges) can sell alcoholic beverages for consumption in these districts, but must use special containers that are non-glass, hold no more than 16 ounces, display the licensee's information and a unique social district logo, and include a "Drink Responsibly -- Be 21" statement. Consumers can only drink beverages purchased from licensees within or adjacent to the social district, must consume drinks only within the designated area, and must dispose of their beverages before leaving the district. The bill provides detailed regulations to ensure public safety and responsible alcohol consumption, and allows municipalities to rescind their social district authorization. The law will take effect 60 days after its passage, and the New Hampshire Liquor Commission will maintain a list of municipalities with approved social districts.
