AI Summary

This bill establishes the Social Work Licensure Compact, a comprehensive interstate agreement designed to facilitate the practice of licensed social workers across multiple states while maintaining high professional standards and public safety. The compact creates a framework that allows social workers to hold a multistate license, enabling them to practice in any member state without obtaining additional individual state licenses. To be eligible for a multistate license, social workers must meet specific requirements, including holding an unencumbered license in their home state, passing a national exam, submitting to background checks, and maintaining continuing education requirements. The bill creates a Social Work Licensure Compact Commission to oversee the implementation and administration of the compact, which will manage a centralized data system to track licensee information, investigative records, and adverse actions. The compact introduces different license categories (clinical, master's, and bachelor's) with varying educational and practice requirements, and establishes clear protocols for disciplinary actions, license transfers between states, and professional conduct. Additionally, the bill provides special provisions for military families, allows for telehealth practice, and ensures that social workers adhere to the laws and regulations of the state where services are provided. The compact aims to increase public access to social work services, reduce licensing bureaucracy, address workforce shortages, and enhance interstate professional mobility.
