This bill aims to protect consumers by prohibiting the misrepresentation or improper collection of fees related to liquified petroleum gas (LPG), which is a type of fuel commonly used for heating and cooking. Specifically, it prevents sellers from charging excessive "special usage fees" for low LPG consumption unless certain conditions are met, such as the fee being disclosed in the contract and explained on the bill, and only when the seller's return on investment is at risk. The bill also prohibits charging for LPG not delivered, imposing undisclosed termination fees that exceed labor costs, charging tank rental fees after service is disconnected, or billing for equipment repairs or special trips when the equipment malfunctioned through no fault of the consumer.
