This bill creates a new scholarship program for members of U.S. military reserve components in North Dakota, administered by the state board of higher education. The scholarship is available to reserve component members who are full-time students at an institution of higher education, have not yet earned a baccalaureate degree, and have not previously received certain military financial assistance. Eligible participants can receive scholarships covering 100% of tuition at state-controlled institutions, or up to the average tuition rate at such institutions for other schools. Recipients must be enrolled in at least 12 credit hours per semester and can receive scholarships for up to 48 eligibility units. The program includes important protections for service members called to active duty, mandating that institutions grant leave of absence without academic penalties and providing flexibility in scholarship unit calculation. The board is prohibited from discriminating based on sex, race, or religion and is required to process applications in the order received. Additionally, the bill allows the board to require applicants to seek other financial assistance and may adopt rules to implement the program. Importantly, individuals discharged under other than honorable conditions are not eligible for the scholarship.
