AI Summary

This bill amends several laws to enhance victim rights and reporting procedures across different types of criminal cases. Specifically, it modifies the Criminal Code, the Rights of Crime Victims and Witnesses Act, the Sexual Assault Incident Procedure Act, and the Illinois Domestic Violence Act. The bill clarifies and expands victim notification requirements, ensuring victims receive at least 7 days' notice of court proceedings whenever possible, with some flexibility for preliminary hearings and pretrial release hearings where advance notice might be challenging. It defines "court proceedings" more comprehensively to include a wide range of legal events such as hearings, sentencing, appeals, and post-conviction proceedings. The bill also explicitly prohibits law enforcement officers from discouraging victims from filing police reports in cases of sexual assault, domestic violence, and other crimes. Additionally, the legislation reinforces victims' rights to be informed about case developments, to be present at court proceedings, and to have an advocate or support person present during legal processes. These changes aim to provide more comprehensive support and information to crime victims throughout the criminal justice system.
