This bill authorizes the creation of a new special license plate for women veterans in Arkansas while simultaneously repealing the Pearl Harbor Survivor license plate. The new Women Veterans special license plate will be designed by the Department of Finance and Administration in consultation with the Department of Veterans Affairs Women Veterans Program and will be available to women who have served in any branch of the United States Armed Forces (Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard). To obtain the plate, a woman veteran must pay the standard vehicle registration fee, plus a $15 design-use contribution that will initially be used to recover the plate's creation expenses and then support educational programs for women veterans. Applicants must provide proof of service, such as a DD form 214 or Arkansas driver's license, and can renew the plate annually. The bill also makes technical changes to existing statutes by removing references to the Pearl Harbor Survivor license plate and renumbering subsequent license plate categories. The new license plate and associated changes will become effective on October 1, 2025.
