This bill expands Tennessee's voluntary extended foster care services by allowing young adults between 20 and 23 years old to continue receiving support under specific conditions. The bill modifies existing law to include young adults who were in the custody of the Department of Children's Services at their 18th birthday, as well as those who were adopted or placed in subsidized permanent guardianship after age 16. To qualify for extended foster care services, young adults must be engaged in one of five activities: completing secondary education, enrolled in postsecondary or career/technical education, participating in an employment-promoting program, employed for at least 80 hours per month, or unable to participate in these activities due to a documented medical condition. Additionally, the bill makes related changes to driver's license fee waivers for foster youth, allowing those in the extension of foster care program to receive free license and identification card services. The bill will take effect on July 1, 2025, and is designed to provide continued support and opportunities for young people transitioning out of the foster care system.
