This bill establishes a comprehensive plan to implement weigh-in-motion (WIM) systems across the state to improve commercial motor vehicle enforcement and management. Specifically, the bill defines a weigh-in-motion system as a sensor array capable of measuring vehicle characteristics like speed, axle weight, gross vehicle weight, and vehicle classification while the vehicle is in motion. By July 1, 2026, three state departments (Motor Vehicles, Transportation, and Emergency Services and Public Protection) are required to jointly expand WIM systems statewide, with the goals of improving commercial motor vehicle safety, productivity, and enforcement.
