This bill amends the Carson Smith Opportunity Scholarship Program by removing income-based criteria for scholarship awards. Specifically, the bill eliminates previously existing provisions that tied scholarship amounts to a student's family income level relative to the federal poverty level. Under the new provisions, eligible students with disabilities in kindergarten through grade 12 will now receive a scholarship worth 2.5 times the value of the weighted pupil unit, regardless of their family's income level. Preschool students will continue to receive a scholarship worth the value of the weighted pupil unit. The bill also maintains the program's existing priority for students with disabilities, allowing siblings of scholarship recipients to apply for scholarships only after all primary eligible students have been awarded. The scholarship can be used for a wide range of educational expenses, including tuition, educational materials, technology, therapies, tutoring, and extracurricular activities. The bill will take effect on May 7, 2025, and continues to support students with disabilities in accessing educational opportunities outside of traditional public school settings.
