This bill requires the North Dakota Public Employees Retirement System to provide health insurance coverage for fertility preservation services for public employees who have medical conditions that may impair their fertility. The bill defines "medically necessary" fertility preservation services as those recommended by licensed physicians and consistent with professional medical guidelines, such as those from the American Society for Reproductive Medicine. These services include consultations, evaluations, laboratory assessments, medications, procurement and storage of reproductive tissues like eggs or sperm, and up to four preservation cycles. The coverage must be available to all covered individuals without additional limitations like copayments or deductibles that differ from other medical benefits. The bill requires the Public Employees Retirement System to prepare a report for the 70th legislative assembly about the impact of these benefits, including utilization and costs, and to potentially extend the coverage to all group and individual health insurance policies. The fertility preservation health benefits will be in effect from July 1, 2025, through June 30, 2027, after which the act will expire unless extended by the legislature.
