This resolution establishes detailed procedures for nominating and electing the Speaker of the Texas House of Representatives during the 89th Legislature. The resolution requires the Secretary of State to call for floor nominations, with each nominee requiring at least one seconding member and allowing up to three seconding speeches per candidate, each lasting no more than four minutes. The voting process differs depending on the number of nominees: if only one nominee remains, the House can elect by acclamation or record vote; if two or three nominees are present, voting occurs via a voting machine with different colored lights; and if more than three nominees are present, a roll call vote is conducted. To be elected, a candidate must receive at least 76 votes, and if no candidate achieves this in the initial vote, a runoff occurs between the top two candidates. All votes are recorded in the House Journal, and in case of tie votes, additional rounds of voting will occur until a candidate receives 76 votes or the top two candidates can be determined. After election, the Secretary of State administers the oath of office, and the new Speaker immediately takes the chair.
