This bill provides a $5,000,000 appropriation from the Strategic Investment and Improvements Fund to the North Dakota Industrial Commission for a natural gas distribution infrastructure grant program during the 2025-2027 biennium. The bill changes the terminology from "supply" to "distribution" and instructs the Industrial Commission to develop guidelines for the grant program, including eligibility criteria and maximum grant amounts. Grants will be available to political subdivisions, public service commission regulated gas distribution entities, and individuals in cities with populations of 10,000 or fewer. The funding can only be used to install natural gas distribution infrastructure, and is considered a one-time funding item. Importantly, grant applicants must provide a minimum of 50% matching funds, with priority given to projects that offer a higher percentage of matching funds. This program aims to support the expansion and improvement of natural gas infrastructure in smaller communities across North Dakota.
