This bill addresses greenhouse gas emissions from anesthetic gases by establishing a multi-step process to study, understand, and reduce these emissions in Washington state. The Department of Ecology is required to commission a comprehensive study by July 1, 2026, to identify and quantify the sources of high global warming potential anesthetic gases, including desflurane, isoflurane, sevoflurane, halothane, and nitrous oxide, and to recommend potential regulatory approaches. By January 1, 2027, the department must submit legislative recommendations based on the study, which could include proposals to prohibit the manufacture, distribution, sale, or use of specific anesthetic gases. The guidance document aims to reduce emissions while preserving medical professionals' ability to provide safe and effective care, with a goal of having facilities and practitioners use anesthesia consistent with the guidance by January 1, 2028. Importantly, the bill emphasizes that no penalties will be issued for failing to follow the guidance, and the recommendations must prioritize patient safety and medical professional judgment.
