This bill directs the legislative management to conduct a comprehensive study during the 2025-26 interim period focusing on volunteer emergency responder recruitment and retention challenges. The study will explore issues facing various types of emergency volunteers, including firefighters, disaster volunteers, and community emergency response team members. The legislative management is required to gather input from a diverse range of stakeholders such as disaster emergency organizations, nonprofit associations, law enforcement representatives, emergency medical service providers, and state and local agencies. The goal is to identify effective strategies for encouraging volunteerism and addressing the current obstacles to recruitment and retention of emergency volunteers. Upon completion of the study, the legislative management will be expected to report its findings and recommendations, along with any proposed legislation, to the seventieth legislative assembly, with the ultimate aim of improving volunteer emergency response capabilities in North Dakota.
