This bill introduces new regulations regarding the installation and maintenance of nonfunctional turf (decorative grass with no recreational purpose) on state-owned or state-funded properties in New Mexico. Starting January 1, 2027, the bill prohibits the installation of nonfunctional turf on such properties, which includes areas like medians, roundabouts, parking lots, and landscape strips. By January 1, 2032, the bill mandates that any existing nonfunctional turf must be replaced with drought- and climate-resilient landscaping, which includes efficient irrigation systems like drip systems, water harvesting, organic mulches, xeriscaping, and native or drought-tolerant plants. Additionally, from 2032 onward, only recycled or reclaimed water can be used to irrigate any remaining nonfunctional turf on state properties. The term "state-funded property" is specifically defined as a capital improvement project where the state provides at least 40% of the funding for property purchase. The bill aims to conserve water resources and promote more sustainable landscaping practices in New Mexico.
