This bill establishes new requirements for health insurance coverage of diagnostic and supplemental breast examinations in North Dakota, specifically for the public employees retirement system. The bill defines diagnostic breast examinations as medically necessary tests to evaluate an abnormality (such as mammography, MRI, or ultrasound), and supplemental breast examinations as screening tests based on personal or family medical history. Under the bill, health insurance benefits cannot impose deductibles, copayments, or other out-of-pocket costs for these examinations, with an exception for high-deductible health plans that would lose their health savings account qualification. The Public Employees Retirement System is required to prepare a report for the seventieth legislative assembly about the impact of these cost-sharing restrictions, including utilization, costs, and recommendations for continuation. The bill will apply to health benefits coverage beginning after June 30, 2025, and will remain in effect through June 30, 2027, after which it will become ineffective unless extended by subsequent legislation.
