This bill amends the Illinois Election Code to improve transparency and standardization of vote-by-mail ballot counting. Specifically, the bill requires all election authorities to provide regular updates to the State Board of Elections about the votes they have tabulated, and mandates that the State Board make this information publicly available at least every 48 hours. Additionally, the bill directs the State Board of Elections to develop and adopt comprehensive standards for how election authorities will report the total number of vote-by-mail ballots that have been counted. These new standards must be established by January 1, 2026, and all election authorities will be required to follow these standards beginning with the 2026 primary election and continuing through all subsequent primary, consolidated, general, and special elections.
