This bill establishes a permanent vehicle registration system in Wyoming for non-commercial vehicles that are fifteen years old or older. Vehicle owners can obtain a permanent registration by paying a one-time fee consisting of an $87.50 state administration fee and three times the standard registration fee. Permanently registered vehicles will receive special license plates that bear the inscription "Permanent" and do not display a year of issue. These permanent registration plates cannot be transferred to a new owner when the vehicle is sold; instead, the new owner must pay all standard title, registration, and license fees. The permanent registration eliminates the need for annual renewals and additional registration fees for the original owner, and owners of permanently registered vehicles are exempt from standard registration fees. The Department of Transportation is required to create rules implementing this new registration system, and the bill will become effective on July 1, 2025, with some provisions taking effect immediately upon the bill becoming law.
