This bill creates a new outdoor recreation and climate adaptation account to redirect climate commitment act revenue towards environmental and recreational investments. The bill acknowledges Washington's increasing climate change risks, including wildfires, drought, flooding, and impacts on agriculture and recreational activities. The new account will fund diverse projects such as forest health initiatives, flood risk mitigation, water supply improvements, water quality investments, outdoor recreation enhancements, and support for tribal climate adaptation efforts. Specifically, the account will allocate funds to: prevent wildfires, protect communities from floods, provide water supplies for agriculture, clean up polluted water, create green spaces and recreational opportunities, support tribal climate resilience, and decarbonize medium and heavy-duty vehicles. The legislature intends to dedicate at least $50 million per biennium each to tribal climate adaptation and vehicle decarbonization efforts. The bill also repeals previous accounts (climate commitment and natural climate solutions accounts) and modifies existing environmental justice and investment reporting requirements to align with the new funding structure. The goal is to provide meaningful environmental benefits, reduce health disparities, and support vulnerable communities while addressing climate change impacts.
