This bill modifies Maryland law regarding the removal and storage of abandoned or sunken vessels by expanding the definition of such vessels and authorizing the Department of Natural Resources (DNR) to use funds budgeted for the Natural Resources Police to remove and store these vessels. The bill defines an "abandoned or sunken vessel" as a watercraft left illegally or without permission for specific time periods on various types of property, including public and private marinas, docks, boatyards, and other private properties, as well as vessels found adrift in Maryland waters that are in disrepair or pose potential hazards. The legislation explicitly permits the DNR to seize, remove, and store these vessels using its own personnel and resources or by contracting with other entities, and provides legal protection for the department and its contractors against liability for damage that might occur during removal or storage. Importantly, the bill removes a previous restriction that prevented the Natural Resources Police from using their budgeted funds for vessel removal and storage operations. The changes will take effect on July 1, 2025, giving state agencies time to prepare for the new implementation.
