This bill modifies the Communications, Outreach, and Advocacy Program within the Department of Veterans and Military Families to expand its services and scope. The bill broadens the program's purpose to include not just veterans, but also service members and their families, ensuring they are informed about available services, benefits, and assistance from state, federal, and community organizations. The program will now actively help veterans, service members, and their dependents access various benefits, including tax, health care, disability, and pension benefits, as well as education and training opportunities. The director of the program will support individuals through the benefit process and refer them to appropriate governmental units for claim assistance. The bill requires the development of comprehensive communication strategies, including direct mail, electronic newsletters, marketing materials, and collaboration with various community organizations. The program will also manage the Maryland Veterans Service Animal Program, coordinate veterans' services specialists, and handle media relations. Additionally, the Secretary is now required to submit an annual report that includes a general assessment of communication methods used in support of the program, replacing previous reporting requirements about an online registry. The changes will take effect on October 1, 2025.
