This bill amends the New York transportation law to enhance the state's comprehensive transportation master plan by requiring a more extensive and forward-looking approach. Specifically, the bill mandates that the state transportation department develop a plan with a minimum twenty-year forecast period, which must assess long-range transportation needs and include a detailed forecast of pavement and bridge conditions for state highways and bridges. The bill expands the scope of the plan to include state highways, bridges, bicycle and pedestrian facilities, and various transportation modes while excluding certain jurisdictional areas like metropolitan transportation authority facilities. The department is now required to submit the plan by September 1, 2026, and review and update it at least every five years to maintain the twenty-year forecast period. Additionally, the bill introduces new transparency requirements, such as conducting public hearings in each department region and maintaining the proposed and adopted plans on a public website where citizens can submit comments.
