This bill requires public utility companies to repair or replace damaged residential lateral water and sewer pipes under specific circumstances. If at least three properties within a 750-foot radius receive a three-day notice to repair a damaged lateral pipe within a six-month period, the Department of Environmental Protection (DEP) will investigate whether the utility company's infrastructure, electric current, or other activities significantly caused the damage. If the DEP determines through substantial evidence that the utility company is responsible, the company must repair or replace the affected pipes and will be responsible for all investigation costs, which must be paid within 60 days of the department's conclusion.
