This bill establishes four new task forces in Missouri: the Missouri State Technology Task Force, the Twenty-First Century Innovation Hub Task Force, the Decentralizing State Government Task Force, and the State Building Usage Task Force. Each task force will consist of members from the state legislature, executive agencies, and relevant external organizations, with chairs and vice chairs designated by legislative leadership. The task forces will operate on a two-year cycle, conducting evaluations and making recommendations in their respective areas of focus. The Missouri State Technology Task Force will assess the state's technology platforms, cloud computing, artificial intelligence capabilities, and workforce development efforts. The Twenty-First Century Innovation Hub Task Force aims to expand technological innovation in agricultural technology, health sciences, and food technology. The Decentralizing State Government Task Force will evaluate government centralization and potential private sector alternatives, while the State Building Usage Task Force will inventory and assess state-owned and leased properties, evaluating their condition, utility costs, and maintenance needs. Each task force will submit reports to the general assembly before specific dates, with provisions for suspending and resuming operations, and will automatically sunset after twelve years unless reauthorized. Members will serve without compensation but receive expense reimbursements and are subject to conflict-of-interest provisions.
