This bill, titled the "Baby Changing on Board Act," mandates that Amtrak, the National Railroad Passenger Corporation, must install baby changing tables in at least one restroom on all newly built covered passenger rail cars that are purchased after the bill becomes law. A "covered passenger rail car" is defined as a passenger rail car owned and operated by Amtrak or another intercity passenger rail service provider receiving or benefiting from federal financial assistance, provided it has at least one public restroom and is not a private or historical rail car. The bill also specifies that if a covered passenger rail car has an "ADA-compliant public restroom" (a public restroom meeting the requirements of the Americans with Disabilities Act of 1990), that restroom must contain a baby changing table. Furthermore, all restrooms equipped with a baby changing table must be clearly marked with signage.
