This bill creates a new Federal Review Joint and Standing Committee in the Wyoming state legislature, composed of five senators and nine representatives appointed by the Senate President and House Speaker. The committee's primary purpose is to review federal actions and determine whether they infringe upon Wyoming's state sovereignty or the constitutional rights of its citizens, as originally understood during the U.S. Constitution's ratification. The committee will have broad powers to examine all federal laws, regulations, orders, and mandates, and assess their consistency with the enumerated powers granted to the federal government in the U.S. Constitution. Importantly, the committee is instructed to conduct this review independently of previous judicial interpretations, believing that only legislatures can create and revoke laws. The committee will be empowered to report its findings to the legislature, sponsor legislation, draft declarations and resolutions, and communicate with other states about potential constitutional infractions. The bill includes a unique provision that the committee will be automatically repealed if the Seventeenth Amendment to the U.S. Constitution (which established direct election of senators) is repealed. Members must be appointed by January 6, 2026, and the act becomes effective immediately upon completing the standard legislative process.
