This bill makes several organizational changes to the New Hampshire Liquor Commission by adding a fourth division of finance and audit to the existing structure, which currently includes divisions of marketing/merchandising/warehousing, administration, and enforcement/licensing. The bill updates the titles and classifications of leadership positions, specifically removing the titles of "commissioner" and "chief operating officer" from the list of non-classified positions and adding "director of administration" and "director of finance and audit" instead. These new division directors will continue to be nominated by the commissioner, appointed by the governor with council consent, and serve 4-year terms contingent on maintaining good behavior and competence. The director of enforcement and licensing will still be required to undergo a background check by state police prior to appointment. Notably, the bill has been determined to have no fiscal impact on state, county, or local expenditures or revenues, and will take effect 60 days after its passage.
