This bill establishes the Indiana-Illinois Boundary Adjustment Commission, a joint body composed of six members appointed by the Indiana governor and five members appointed by Illinois, to explore potential modifications to the state boundary between Indiana and Illinois. The commission members must be non-legislators, with Indiana's appointees limited to no more than four members from the same political party. Members will serve four-year terms, with the first meeting scheduled by September 1, 2025, where they will elect a chair and other necessary officers. The commission is required to meet at least annually and will discuss and recommend whether adjusting the state boundary is advisable. Members who are not state employees will receive per diem and travel allowances similar to legislative interim study committee members. After completing their work, the commission must submit a detailed written report to the state legislature within 60 days, outlining their findings and recommendations. Any proposed boundary adjustment would require approval from the Indiana General Assembly, the Illinois legislature, and the United States Congress. The governor will designate an executive branch agency to provide staff support, and all commission meetings and documents will be subject to public records and open meetings laws.
