This bill revises provisions related to emergency medical services (EMS) in Nevada, focusing on expanding regulatory authority and eligibility requirements. Specifically, the bill allows health districts in counties with populations between 100,000 and 700,000 (currently only Washoe County) to elect to regulate emergency medical services, similar to how Clark County currently does. The bill lowers the minimum age for obtaining an ambulance attendant license and emergency medical technician (EMT) certification to 16 years old, provided the individual meets other qualifications. It also prohibits health boards from requiring students in EMS training programs to be licensed attendants in order to be in an ambulance, as long as the ambulance is properly staffed and the student is not providing patient care or driving. Importantly, the bill maintains that the State Board of Health will continue to manage trauma treatment programs in health districts that choose to regulate their own emergency medical services. These changes aim to provide more local control over emergency medical services and create more flexible pathways for individuals to enter the EMS profession while maintaining safety standards.
