This bill modifies Indiana's school accountability system by repealing certain existing provisions regarding statewide assessment scores and school performance categories while establishing a new framework for evaluating school performance. The bill extends the expiration of certain provisions to January 1, 2027 and requires the state board of education to develop a new methodology for designating school performance by December 31, 2025. The new methodology must be based on data from the department's internet dashboard, include proficiency rates from reading skills evaluations and statewide summative assessments for schools with third-grade students, prioritize diploma seal attainment, and consider other relevant factors. For the 2024-2025 school year, the state board will assign schools a "null" or "no letter grade" category, and by December 31, 2026, the board must place schools in performance categories using an "A" through "F" scale. Additionally, the bill directs the department to develop proposals to align diploma waiver statutes with new diploma requirements, and these proposals may include potentially eliminating diploma waivers altogether.
