This bill modifies Kansas election law by changing the deadline for receiving advance voting ballots (mail-in or early voting ballots) during an election. Currently, ballots postmarked on or before the election day and received within three days after the election could be counted. Under the new law, effective January 1, 2026, advance voting ballots must be received by the county election officer by 7:00 p.m. on the day of the election to be considered valid. The bill removes previous language that allowed ballots postmarked on election day to be counted if received within a few days after the election. The secretary of state is required to adopt rules and regulations to implement this change. The bill also includes a provision to repeal the existing version of the statute on the same effective date, ensuring that the new, more restrictive ballot receipt deadline will be the only operative law.
