This bill creates the Office of Aerospace within the Nevada Department of Transportation, which will be responsible for developing and expanding air service infrastructure across the state. The bill establishes a new Nevada Aerospace Development Fund and transfers existing air service development responsibilities from the Office of Economic Development to this new office. The Office will have several key duties, including developing statewide plans for advanced air mobility, creating systems for automated weather observation at rural locations, establishing airport certification programs, and implementing a statewide network to support rural airports. The Director of the Office, appointed by the Governor, will administer grant programs to help air carriers establish or enhance air service routes, with a particular focus on supporting smaller airports in rural communities. The bill includes an appropriation of $10 million to conduct a study on intrastate air service and an additional $2 million (split over two fiscal years) to help rural airports match federal aviation funding. A newly created Nevada Aerospace Commission will advise the Governor and the Office on aerospace development priorities, with members representing various state transportation, tourism, and local government interests.
