This bill requires school districts located outside of a city with one million or more inhabitants to develop a comprehensive plan to reduce class sizes, with specific targets to be implemented between 2025 and 2030. The plan mandates maximum class sizes of 20 students for kindergarten through third grade, 23 students for fourth through eighth grade, and 25 students for high school, with physical education and performing groups allowed up to 40 students. School districts must collaborate with superintendents and teacher union representatives to create a plan that progressively reduces class sizes, with 20% of classrooms meeting the targets each year until full compliance by the 2030-2031 school year. The bill requires districts to submit annual reports to the state commissioner detailing current and projected class sizes, capital plans for adding classrooms, and progress toward reduction targets. If a district fails to make sufficient progress, the commissioner can require a corrective action plan. The districts must also submit a financial impact statement by November 2028 that can recommend pausing the plan but cannot increase class sizes. The entire planning process must be transparent, with proposed plans posted publicly and shared with administrators, parents, teachers, and elected officials.
