This bill amends the Illinois School Code to enhance parental rights and information sharing in special education meetings. Specifically, the bill requires that notices sent to parents or guardians before an Individualized Education Program (IEP) meeting must clearly inform them of their right to bring additional individuals to the meeting, such as experts knowledgeable about the child or advocates who can support the parent, guardian, or child. The notice must also request that parents inform the school in advance if they plan to bring additional participants, so the school can make appropriate accommodations. Additionally, the State Board of Education must develop and distribute written materials explaining the IEP facilitation process to each school district. These informational materials, which can be a concise one-page document describing the process and how to request facilitation, must be distributed to parents and guardians using the same methods the school uses to communicate other IEP-related documents. The goal of this bill is to ensure parents are fully informed about their rights and have access to resources that can help them effectively participate in their child's special education planning.
