This bill modifies the requirements for appointing members to the boards of trustees for degree-granting institutions and technical colleges in Utah. For degree-granting institutions, the bill requires that at least six appointed board members meet specific qualifications: they must have previously attended the institution, currently reside within the institution's service area, or have previously lived in the service area for at least five years before moving away. The bill expands the total number of board members for Utah State University to nine, with one member specifically representing either the Eastern or Blanding service regions. For technical colleges, the bill adjusts the appointment process for local school board representatives, requiring colleges with service regions containing more than four school districts to create a rotation schedule for board representation. The governor's application process for board members is also updated to require applicants to provide proof of meeting the new qualification requirements. Additionally, the bill specifies that these new qualification standards will only apply to board members appointed on or after May 7, 2025. Board members continue to be appointed by the governor with Senate consent and are expected to represent the interests of business, industry, and labor in their respective institutional service areas.
