This bill amends Arkansas law to prohibit digital asset mining businesses (cryptocurrency mining operations) from being located within a thirty-mile radius of military facilities. The bill defines a "military facility" as any physical location operated by U.S. Armed Forces or National Guard that houses military personnel, supports training and operations, or serves as a command center, including bases, camps, hospitals, clinics, and arsenals. Digital asset mining businesses must not operate within this thirty-mile radius and must shut down existing operations at such locations unless they were fully constructed and operational before December 31, 2024. If a digital asset mining business changes ownership within this restricted zone, it must also cease operations. The Attorney General is empowered to investigate potential violations, including issuing subpoenas and compelling testimony, and can order the shutdown of operations found to be in violation. The emergency clause justifies the bill's immediate implementation by citing potential national security risks associated with cryptocurrency mining facilities near military installations, making the act effective upon gubernatorial approval or other specified legislative processes.
