This bill establishes a state-funded program to provide community violence prevention and intervention services through trained professionals who will support youth and adults who have been victims of or exposed to community violence. The Washington Health Care Authority will administer funding for at least four programs, with at least one located east and one west of the Cascade mountains, prioritizing areas with high firearm violence rates. Community violence professionals will offer non-clinical, trauma-informed support services like mentorship, conflict mediation, care coordination, and health education. By July 1, 2026, the state will seek federal approval to have these services covered by Medicaid, and by January 1, 2027, all community violence professionals must complete a standardized training program developed by the Department of Health in consultation with Harborview Medical Center. The training will cover trauma-informed care, prevention strategies, case management, advocacy, and privacy requirements. The bill defines "community violence" as an intentional act of interpersonal violence by someone not intimately related to the victim, and "community violence professionals" can include mentors, violence interrupters, community health workers, and other advocates who complete the required training.
