This bill amends Wyoming's administrative law to clarify the conditions under which individuals can seek judicial review of agency actions. Specifically, the bill establishes five key requirements for judicial review: (1) the review must be filed in the appropriate district court based on the location of the injury, administrative action, or the plaintiff's residence; (2) the court proceeding must follow rules established by the Wyoming Supreme Court; (3) all administrative remedies must be exhausted before seeking judicial review; (4) no statutory or common-law provisions can preclude or limit judicial review; and (5) the right to judicial review does not apply to public employment actions, except in cases of a final agency decision in a contested case or when judicial review is otherwise specifically provided by law. The bill will apply to agency actions and inactions taken on or after July 1, 2025, and will become effective on that same date. These changes aim to provide clearer guidelines for individuals seeking to challenge administrative decisions while maintaining certain procedural safeguards.
