This bill, known as the Advanced Capabilities for Emergency Response Operations Act or ACERO Act, directs the Administrator of NASA (National Aeronautics and Space Administration) to use its existing Advanced Capabilities for Emergency Response Operations (ACERO) project, or similar future projects, to research and develop technologies that will improve how aircraft are used to fight wildfires. These research efforts may focus on advanced aircraft and airspace management to better coordinate planes and drones during wildfire responses, improve real-time information sharing for firefighting teams, create a unified system for tracking aerial assets, and establish a joint plan involving federal, state, and local agencies for coordinating aerial wildfire fighting efforts. The bill also allows NASA to collaborate with various government agencies, organizations, and private entities, while also requiring consultation to prevent duplicated work. Importantly, it prohibits NASA from acquiring unmanned aircraft systems (drones) manufactured or assembled by specific foreign entities, unless the Administrator determines it's in the U.S. national interest and necessary for improving wildfire response, with notification to relevant congressional committees. Finally, NASA is required to submit annual reports to Congress detailing its progress and findings until the end of 2030.
