AI Summary

This bill prohibits state agencies, community colleges, and junior colleges from using public funds to hire contract lobbyists, effectively banning the practice of outsourcing lobbying efforts. The legislation defines key terms such as "state agency," "public funds," and "contract lobbying," and establishes that any contracts for such lobbying services are void and unenforceable. Public employees who authorize expenditures for contract lobbying may be subject to termination, though the bill does provide an exception for public employees who are authorized by their supervisors to engage in lobbying as part of their official duties. The bill also amends existing law to add definitions related to lobbying, removes legislative advocacy services from certain contract oversight requirements, and brings forward several existing sections of Mississippi law related to lobbying for potential future amendment. The legislation is set to take effect on July 1, 2025, giving state agencies and institutions time to adjust their practices and comply with the new restrictions on using public funds for contract lobbying.
