This bill establishes the "Menstrual Hygiene Products Accessibility Act," which requires local education agencies (LEAs) and public charter schools to provide free feminine hygiene products in all women's and girls' bathrooms, locker rooms, and with school nurses at senior high schools. The bill defines "feminine hygiene products" as including tampons, panty liners, menstrual cups, sanitary napkins, and similar personal items designed for menstrual and genital-tract hygiene. These products are intended solely for student use and must be available at no cost in all eligible school buildings, excluding bathrooms and locker rooms specifically designated for teachers or staff. The Department of Education is authorized to develop policies and provide guidance to help local school boards and charter school governing bodies implement these requirements. The law will take effect on July 1, 2025, with the aim of ensuring that students have access to necessary menstrual hygiene products during the school day.
