Specifically, the bill shields these entities from liability when they take actions necessary to implement or participate in a department-approved producer plan aimed at increasing carpet collection and recycling. The protection does not apply to agreements that establish carpet prices, restrict production, or limit the geographic area or customer base for carpet sales, except when such actions are necessary to fulfill producer responsibilities under existing law. The bill modifies the title of the law to more broadly reference "Extended Producer Responsibility for Carpet" instead of "Carpet Collection Program" and takes effect immediately upon enactment.
