This bill establishes new traffic safety regulations for drivers encountering stationary vehicles displaying hazard warning lights or caution signals. Specifically, when a driver approaches a stopped, standing, or parked vehicle with hazard lights, road flares, traffic cones, caution signs, or reflective triangles, they must take one of two actions: (1) On highways with multiple lanes traveling in the same direction, drivers should, if possible and safe, change lanes away from the stationary vehicle, or (2) if lane changing is not possible or would be unsafe, drivers must proceed with caution, reduce their speed, and maintain a safe speed appropriate to the road, weather, and traffic conditions. The bill amends the existing traffic regulations by adding a $75 fine for unlawful passing of a stationary vehicle, and it will become effective upon publication in the statute book. This legislation aims to improve safety for stationary vehicles and workers on or near roadways by requiring drivers to be more attentive and cautious when passing such vehicles.
