AI Summary

This bill provides Alcorn State University with specific authorization to design, procure, and construct prefabricated buildings on its campus, establishing a comprehensive framework for such construction. The bill defines prefabricated buildings as structures manufactured off-site in a controlled environment and then transported for assembly, which can include modular units, preassembled panels, or complete structures. Key provisions require that these buildings adhere to the Mississippi-adopted International Building Code, maintain the aesthetic character of the existing campus, meet safety standards, and be procured through regulated processes. The university can fund these projects through legislative appropriations, federal grants, private donations, or other lawful sources, and must submit detailed proposals to the Board of Trustees of State Institutions of Higher Learning and the Department of Finance and Administration for review. The Department of Finance and Administration's Bureau of Buildings, Grounds and Real Property Management will oversee the planning and construction, and the university must provide an annual report to the Mississippi Legislature detailing the number of prefabricated buildings constructed, total costs, and benefits realized. The bill also amends existing state laws to integrate these new provisions into the existing legal framework, with the changes set to take effect on July 1, 2025.
